Doug Cook It's a well documented issue GM had from 1999-2002 with the adhesive they used eating through the unprimed back of the panel. Complete replacement is the only lasting fix.

Doug Cook it’s because of glue seeping through the paint due to a lack of primer. Sun and heat often makes it worse
